What is LEMOA & what it is not?

What is LEMOA?

LEMOA is in news since India & USA have signed the pact. LEMOA is an acronym of Logistics Exchange Memorandum of Agreement.

India & USA have singed the logistics pact LEMOA.

USA signs “3 fundamental agreements” with countries it has close ties with namely, LSA (Logistics Support Agreement), Communications Interoperability & Security Memorandum of Agreement, & Basic Exchange & Cooperation Agreement  (BECA) for geopatial intelligence. 

LEMOA Pact signed between USA & India

LEMOA is one of the 3 fundamental MoA. It is a tweaked form of the LSA.

What LEMOA is Not?

It is not a BASING AGREEMENT & is PURELY A LOGISTICS Agreement. So, it doesn’t allows for basing of US troops in India. It only includes sharing of bases for 4 opertaions- port visits, join exercise & training, humanitarian assistance & disaster relief efforts. Any other usage will be discussed & agreed on both sides case-by-case.

India will be able to use the network of American bases for refuelling  & disaster relief purposes. 

It is NON- BINDING i.e. it does not make support obligatory for the USA & India.
